Reviving the Wisdom of Bharat for Modern Governance

In an era where governance is increasingly driven by data, efficiency, and global models, there is a growing realization that effective policymaking must also be rooted in cultural wisdom. Recognizing this, Samskruti Foundation, established in 2009 with the mission “To preserve, protect and encourage the practice of Bharatiya Culture and Ethos through research, education, training, and dialogue”, launched an important initiative, the Samskruti Adhyayana Kendra (SAK).

The Kendra, meaning “Centre for Cultural Studies”, seeks to link India’s timeless cultural heritage with contemporary policy frameworks, offering insights into governance and societal development that are deeply aligned with the country’s values and traditions.

Why Culture Matters in Policy

Across the world, public policy is evolving to be more citizencentric and evidencebased. Yet, while modern governance emphasizes efficiency and inclusiveness, it often overlooks the ethical, spiritual, and communitybased dimensions that have long guided Indian society.

The Samskruti Adhyayana Kendra addresses this gap by studying how ancient Indian systems in governance, economics, environmental stewardship, and local administration fostered sustainability, equity, and moral integrity.

The Genesis of the Kendra

The idea for SAK was inspired by a national dialogue organized by Samskruti Foundation in 2018 on “Reemergence of India that is Bharat: Role of the Fifth Estate”, held at the Marriott Hotel, Hyderabad. The discussions underscored the urgent need to reconnect India’s cultural and intellectual traditions with modern policy design.

This led to the formal establishment of Samskruti Adhyayana Kendra, envisioned as a platform for research, reflection, and reform, where scholars, policymakers, and citizens can collaboratively explore how ancient knowledge can inform today’s governance challenges.

Objectives of Samskruti Adhyayana Kendra

The Kendra has set forth a clear set of objectives that blend cultural inquiry with actionable policy research:

To study and reestablish the social and scientific spirit of India’s ageold customs and traditions for guiding modern policymaking.

To identify and understand timetested practices in public administration, environmental governance, sustainable agriculture, economics, and management.

To research and review examples of good governance and policy evident in Bharatiya Samskruti and evaluate their relevance to contemporary India.

To enrich existing policy frameworks with ethical, communitybased, and sustainable cultural values.

To create a platform for experts, scholars, and administrators to discuss and design cultureguided governance models at national and local levels.

Culture as the Foundation of Public Life

At the heart of the Kendra’s philosophy is the belief that Indian thought views life as an integrated whole, connecting the individual (Vyashti), the collective (Samashti), nature (Srushti), and the divine (Parameshti).

This holistic vision of existence is deeply relevant to modern public policy, which often struggles to balance economic growth with environmental protection, technological advancement with ethical responsibility, and individual freedom with collective harmony.

SAK aims to revive and reinterpret this integral approach to life and governance, where decisions are guided not just by profit or progress, but by Dharma, harmony, and sustainability.

An Invitation to Collaborate

The Samskruti Adhyayana Kendra is open to collaboration with policymakers, academics, researchers, and citizens who wish to explore how India’s cultural and civilizational ethos can shape a more humane and resilient governance model.

By integrating ancient wisdom with contemporary policy, SAK envisions a future where governance is not merely about systems and structures, but about values, vision, and the welfare of all beings.
